How to make it

Print at 100% (Actual size), not Fit to page.
Cut the solid lines and crease the dashed ones against a ruler.
Fold the tray and glue its tabs inside the side walls, then stand the envelopes in it or close the lid over a stack.

A 2.87 × 3.3 in envelope holds a filled bag up to 2.45 × 2.36 in, with its string and tag.
The open holder and the box with a lid each print on one Letter or A4 sheet.
A 58 × 70 mm bag gets a pouch 62 × 74 mm inside, with a 10 mm gusset, on one A5 sheet.
